Unable to make an ArcGIS Server connection from ArcMap to ArcGIS Enterprise 11.0 or later

Description

When making an ArcGIS Server connection from ArcMap to ArcGIS Enterprise 11.0 or later, an error occurs or certain operations are not accessible. The same behavior is seen when making an ArcGIS Server connection from ArcCatalog.

The specifics of this behavior vary depending on how ArcGIS Server is configured, but there is an issue when:

  • Connecting from ArcMap to a standalone ArcGIS Server via port 6443:
“We were unable to connect https://gisserver.domain.com:6443/arcgis. ArcGIS Server 11.x from ArcMap is not supported. Please use ArcGIS Server Manager or ArcGIS Pro for these workflows. Internal server error.”

  • Connecting from ArcMap to a standalone ArcGIS Server via a web adaptor:
“We were unable to connect to https://webadaptorhost/webadaptorname. Error: Proxy or Gateway Server did not allow the URL. Check with your LAN administrator that Proxy or Gateway server is configured to allow the URL. (status code 502).

  • Connecting from ArcMap to a federated ArcGIS Server, as part of ArcGIS Enterprise:

No specific error occurs in this situation, but no services are visible and no administrator or publisher workflows are available, as seen in the next image.

This behavior is seen when making a connection to a new install or an upgraded ArcGIS Enterprise deployment.

Cause

ArcGIS Enterprise 10.9.1 was the last release to include both the ArcMap-based and ArcGIS Pro-based runtimes. These runtimes are critical internals for allowing GIS services to be published and run on ArcGIS Enterprise’s ArcGIS Server component.  ArcGIS Enterprise 11.0 is the first release that does not include the ArcMap-based runtime, it only includes the ArcGIS Pro-based runtime.

Due to the changes in the underlying architecture in ArcGIS Enterprise 11.0, it is no longer possible to make administrator or publisher connections from ArcGIS Desktop; this includes ArcMap and ArcCatalog.

User connections from ArcGIS Desktop to ArcGIS Server 11.0 continue to be supported and allows for the consumption of services in ArcMap.

Solution or Workaround

ArcGIS Server administrator and publisher connections continue to work in ArcMap with ArcGIS Enterprise 10.9.1 and earlier.
